right, don't get frustrated you don't nessasarily need level 3 of farming to fish just grab a few villagers and put them at the beach and they will start to clear it up. keep draging them to the beach until the beach is clear once the beach is cleared up the ocean will be more acessable and the farmers will start to fish.

At level two (2) Farming, you can farm crops. At level three (3) Farming, as long as the beach is clear, you can fish at the lagoon AND in the ocean. The lagoon one is a milstone (puzzle) |
